I just wanted to be clear about something, I'm really glad you aren't rushing off to fight a dragon at level 4. You can if you want, but you'd likely all die. I don't write "Level Appropriate" encounters. I don't run the game like a video game where each level prepares you for the next quest. The world exists, and sometimes a group of level 2 PCs will wander into a Beholder's base, a Lich's lair, or a dragon's den. Running away is always an option. It's up the the party to decide when they fight and when they flee. Sometimes it's the opposite; a group of level 18 PCs will run into a goblin scouting party, or a dozen kobolds, or a single troll.
Sometimes you're the windshield, sometimes you're the bug.
