oddly when i entered +2 in the override it showed UTC-2 in the TZ in DXView.

Changing it to -2 shows UTC+2 now.

+ The DXCC database specifies the UTC offset for Mali as 0.
+ The definition of an Override's TimeZone field is
"the UTC offset for location from which the station is operating, in hours (positive for west of Greenwich England, negative for east of Greenwich England)"
