Are you installing on a fresh copy of Windows (or a copy with
a fresh registry due to a Windows reset)?
If so, follow the recommendations here:

to save your database and configuration files. Then do a
fresh install of DXLab Suite on the new PC and copy the
files saved from the old backup.
Unfortunately I don't have a latest & greatest registry backup from
DXLAB.
You will need to generate screen layouts, rig choices in Commander,
and other configuration items (e.g. Award objectives, etc.) from
scratch as those items are stored in the Registry.
