Yes I get the same behavior - I hadn't tried this before. If I double click on the tiny window the normal size window pops up with the status bar as before. It must be a Windows 11 thing.
+ Windows 10 and Windows 11 will attempt to fully expand a window if you move it too close to a border of your screen. Perhaps the behavior you report is related to that. I don't know whether it can be de-activated.
