You dont say whether you are in fact hiding file extensions, as Dave alluded to, but your remark is suspicious.
If that is the case, then you have now named your file "CI-V Commander.exe.exe" (without the quotes.)
As a quick check, rename the and remove the .exe so the .exe is _not_ in there.
