I went through the tune up procedure and everything looked good until I got to the last step and the plate current never goes above .1 on the plate meter.
I have set the bias with the PS per the manual.
I checked continuity on the relay (both TX/RX) - it was good on both tests and I see it engage on transmit.
The system receives quite well - especially after tune up.
Looking at the bottom it looks like all the electrolytic capacitors were replaced.? The large electrolytic multi section was replaced by three capacitors under the chassis.
All tubes test good.
At this point I am stumped - unable to get any power out of it.
One other odd thing - if you turn the TX gain up past about three ticks while receiving you can hear an oscillation tone.
I have lots of test gear and have restored several other tube transceivers, receivers and transmitters so this is not my first "radio" LOL.

I connected my D104 from my Collins KWM-2 and no modulation in either LSB or USB. ?That mic works on the Collins fine. ?I did notice .15ma when I key the mic compared to .1ma with X-CW but no modulation.
Which filters do you suspect? ?I have another TR-3 I was hoping to get working after this one as it belonged to a SK friend, but I might be ok to scavenge something from it as the chassis is in really bad shape on it.

Chances are that it’s not a filter, because you’re getting nothing in either sideband, and I was looking to see if one of them wasn’t working.?
You’re going to need at least a meter and check against the chart in the manual.?

I will clean all the tube pins and check the voltages and resistances in the tables.
I also noticed the 12AX7A V17 is extremely hot, so I'll check it again - it serves as audio amp and a TX function I see.

I assumed that you are getting relay closure, if you're getting idle current.? A bad 12AX7 can stop things, though.? If it's running really abnormally hot, look around that circuit for shorted components.

I've checked all the tubes, cleaned all the sockets, controls, and the power plug, rebuilt the AC-4 power supply and it is putting out the correct voltages. I've checked the voltages on the vox tube pins, and when I key the mic or switch to X-CW I can here the relay click but I cannot get the plate amps to read above 0.05 and when I do key the mic or switch to X-CW the S-meter pegs above 60 db. So I am wondering if you have fixed the problem with your TR-3 and could share the secret. Thanks in advance.

First let me apologize for not getting back with the voltages sooner. Lot's of reasons but none of them are excuses. I followed the instructions in the TR-3 Manual and collected the voltage reading for all the finals. The results are below. There are obvious problems. Thanks so much for your help.

Your big concern is pin 3, the cathodes. It appears that the cathodes are not being pulled to ground in transmit, which would certainly result in no output power.
The ground path is through each tube’s 15 ohm cathode resistor, through the plate (cathode) current meter, through RFC 8, through the T/R relay to ground. Either the RFC is open or the relay is not closing or has bad contacts.

I agree. RFC-8 may be open if the relay is actually operating properly in transmit.

Do the following with the TR3 powered OFF.
?
Connect the ohm meter between RFC-8's lead at the relay terminal and ground.
Manually press the relay armature, the ohm meter should indicate continuity to
ground.
?
Moved the ohm meter lead to RFC-8's other lead and repeat the test. If the ohm
meter does not show continuity then RFC-8 is open.
?
This simple test checks both RFC-8 for continuity and the relay to ground in transmit.
?
He also should check the 3 final tube 15 ohm cathode resistors. Replace them if
they are not 15 ohms each.

Okay, update tonight. I checked?the contacts?on the relay and particularly through RFC-8. It turns out that RFC-8 is fine and the relay is pulling down...but the enter contact was not making good contact even though I had cleaned all contacts. So, I gave them another good cleaning being particularly careful. I checked?the three resistors - 2 of them read 17.6 ohms, one reads 18.6. The relay pulls down whenever I switch to X-CW or key the mic. However, whenever I key the transmitter, the S-meter pegs above 60 db but the Plate Amperes meter still will not read above 0.05 even if I advance the XMTR Gain control?completely. The receiver side works beautifully. I have no idea what to do next.

The ground path is through each tube’s 15 ohm cathode resistor, through the plate (cathode) current meter, through RFC 8, through the T/R relay to ground. Either the RFC is open or the relay is not closing or has bad contacts.

W0DVN ? First let me apologize for not getting back with the voltages sooner. Lot's of reasons but none of them are excuses. I followed the instructions in the TR-3 Manual and collected the voltage reading for all the finals. The results are below. There are obvious problems. Thanks so much for your help.

Hi everyone. I am reporting to you because you offered such good advice. I have found the problem and fixed it but I am embarrassed?to disclose that it was the relay. I had cleaned it thoroughly (I thought) but after eliminating everything else, an Elmer suggested that I revisit the relay. So after spending almost an hour gaining access, cleaning contacts again, and some minor adjustments, my TR-3 works and works well. Thank you all again.
