FIXED!!
It was partially in my set up. I have to use a LDG auto tuner because I am using a dipole for 160-10 meters.
I had the drake hooked up to an open (not connected to anything on the antenna switch) so the antenna tuner was not being connected. (That's Y I didn't hear anything!)
It was as simple as that! If you saw my big dresser with all of my Ham stuff on it, it can be confusing to see where all of the cables get routed unless you pull them out and trace them.
I was going to sell the rig as parts because I seriously have no time to fix things because of my work schedule. So I removed all 5 crystals. Because I thought they were only for 10 meters and someone told me that not every rig had those crystals installed.

I was reading the manual and it tells you how this rig works and it mentioned crystals.
So I went Oh I guess it needs some of those Xtals to make it work.
I put all the Xtals back in, used the auto tuner on my Yaesu so that 40 meters was set, disconnected my antenna tuner from the Yaesu and used the SAME CABLE and
attached it to the Drake.
Turned on my Drake and BAM!! I hear QSO's up and down the band!
RELIEF!!!!
Now I got a working TR-4CW and a working TR-4CW/RIT.
Now if I could just find a noise blanker to plug into the rig that would be great!

¿ªÔÆÌåÓýWell, ?9 MHz is the IF, so you have a pretty strong 9 MHz BFO signal on one port of the mixer. The PTO signal should be present on the grid of the mixer to produce the premixed IF +PTO signal.Get real. The PTO worked before you ¡°repaired¡± it. Focus your attention on the PTO. Gary?
