Well, ?9 MHz is the IF, so you have a pretty strong 9 MHz BFO signal on one port of the mixer. The PTO signal should be present on the grid of the mixer to produce the premixed IF +PTO signal.
Get real. The PTO worked before you ¡°repaired¡± it. Focus your attention on the PTO.
