Hey Gary I finally got some time to take a look at my rig:

All tubes were pulled from my other TR-4CW rig and put into the TR-4CW/RIT rig because the tubes work and all tested strong on my calibrated tube tester.

Here are the results to the questions you have asked me.

10 Volts does go to the PTO
?
PTO puts out a strong signal on my spectrum analyzer when measured to where the signal wire goes to on the small board and tracks from 4.8-5.6 Mhz (100Khz lower and higher than what is printed on the PTO case but most likely correct)

PTO signal to ground measures 327.2 ohms

PTO signal on small board measures -27.2dB on my spectrum analyzer when directly coupled
?
V1 pin 2 reads same signal but at -61.7dB on my spectrum analyzer when directly coupled
?
Ohmed out where PTO signal goes to small board to pin 2 on V1 tube and I measure 104 ohms
