It would be helpful to remove the three screws from the bottom plate of the D104 and attach an image of the wiring and to determine if you have an amplified base. ?One goal is to isolate the audio ground shield conductor from a dedicated PTT ground turn lead in the mic base.? The two conductors will then bond to chassis ground at the TR-4C¡¯s mic jack.? Reason:? by forcing the PTT return current on its own conductor separate and apart from the grounded mic shield, clicks and pops are minimized when activating the D104¡¯s PTT arm.? All but Astatic¡¯s ¡°G¡± only base have enough conductors and based on your description below you have a D104 base with enough conductors to make this work.???

Now, you are receiving exactly on 21.300.? In USB and LSB your are transmitting on exactly 21.300.
If you now go to CW or AM, the carrier is offset from 14.300 by probably the 895Hz so you are transmitting on 21.300.895. This is done for the dual purpose that the carrier needs to go through the crystal filter and for CW you need to tune off off zero beat to hear received signals.
