You have to be more detailed. You cannot move the declination any further
in what way? What tube rings? And why do you need them? Adding tube
counterweights has the nasty side-effect of needing a similar added
counterweight, the total of which can add to the shakiness of the mount. A
dovetail arrangement is the best overall solution.
