Sorry -- can you provide a specific link. My searching did not uncover any SD40's with a black roof and black upper band.

Now I see that what I interpreted as a band of black paint is simply excessive grime. Interesting to see how extensive such grime can be even on the roof areas that are in front of the exhaust and fans.
