Where to set power levels

Where do you set the power levels for each band on a V1 DE running V2 software?? I have tried the default_hw_settings.ini and the hw_settings.ini files, and neither affects the power output.? I also removed the hw_settings.ini file to no effect as well.
My DE currently puts out the following:

Evan, You will have to hand edit the hw_settings.ini.? open it in a text editor and reduce the scale settings for 3.5 mhz by about 20%. Save the ini file and restart sbitx. See if the output power is lesser and around 40 watts. Tweak until done. Open a terminal and do a sudo nano ~/sbitx/data/hw_settings.ini edit. Play with the “scale” coefficient up or down 20% and save. Restart the sbitx process. Start at Drive=50 and increase to 100 if it doesn’t go too high. On 30, 40 and 80 I limit output to 30 watts because I have bad habit of blowing finals. On the higher bands I also reduce the scale so that the output just barely reaches the max, 6 or 12 or 20 watts as the case may be, so that the power output isn’t topping out at Drive at, say, 25. It’s time consuming because the file has to be saved an the sbitx process restarted each time.

I was able to correct the power levels for 80 and 40 meters.? I could not get to 20 watts on 12 or 10 meters. To reduce the number of times I needed to restart the sbitx program, I created a spreadsheet to help correct the multiplier settings.? I would take the last values and then set each of the bands, read the power for the 100 percent drive setting, enter the read value, and then plug in the calculated new setting.? ?
