It all depends on how capable your USB-PD power brick is. These cables are just USB sinks that ask for the?specified voltages; it's up to the power supply to be able to deliver them. A 27W USB charger, for example, will certainly supply 9V at 3A, but might or might not be able to supply voltages higher than 9V at all. Ashhar, I've been using USB-C Power Delivery banks and trigger cables/boards for several years now. I haven't run into the RF problem you have. In fact, I worked QRP/Battery Power at Field Day for a couple of years. Made a couple of contacts over 800 miles off a link dipole only about 20 feet over my vehicle. Maybe I've just gotten fortunate with the PD gear I've been using. I don't use simple buck/boost gear -- those ARE an RF nightmare! -- but the PD cables and boards appear to have a much lower RF noise component than you've experienced.
