It all depends on how capable your USB-PD power brick is. These cables are just USB sinks that ask for the?specified voltages; it's up to the power supply to be able to deliver them. A 27W USB charger, for example, will certainly supply 9V at 3A, but might or might not be able to supply voltages higher than 9V at all.
