It all depends on how capable your USB-PD power brick is. These cables are just USB sinks that ask for the?specified voltages; it's up to the power supply to be able to deliver them. A 27W USB charger, for example, will certainly supply 9V at 3A, but might or might not be able to supply voltages higher than 9V at all.

I wonder if something like this could be used to power the zBitx from a home USB-C PD adapter or powerbank, the cable can supply 3 amps of current at 9 volts (based on Mfg claims)...
