Its picking up RF and locking. Try adding 0.1 or 0.01 uf across the DB9 wires and also the 914s and see Raj

Ron, That's exactly what I did n my uBitx V6, I removed the speaker and turned the top plate upside down, I then counter sunk the speaker holes and remounted it back in place. The 5 volt regulator
