The designs for cost effective ventilators already exist. If production facitlites were to adapt to be able to produce existing curretnly FDA etc approved ventilators then that may be the fastest way

Do you have the radio connected to a dummy load when you are trying the TX function?? By your description, it seems to be getting RF back into the audio circuits.? That could be caused by a mismatch
