Ok, lets try this. Load Gordon's 25 MHz sketch. Find the signal on the HF rig. Edit the sketch to change the freq from 25 MHz to 26 MHz and upload. Is the signal still at 25 MHz or is it now at 26

The part is Si5351. Yes you can replace just the chip, but you'll need to be able to do surface mount ICs. You can get the chip from Digikey for just under a buck. If you prefer Mouser, it's $1.15 ea.
