A small 40.680MHz HT would be an interesting build.
Have considered it with 13.56MHz xtal tripled for tx and 10.7MHz IF with 30MHz xtal as LO. Just needs to vxo the TX xtals a bit.
But 40.680MHz I think is the only widely available licemse free VHF band.
