Pete - exiting the sbitx application and stopping fldigi, then restarting sbitx will often make the ?? question marks go away.
While sbitx is running, use Alt-Tab to switch over to fldigi to see if the CW signal is centered on fldigi's receive passband.?

On second thought, I'm not sure I am correct as it seems hard to make it decode under either code with much reliability. So please disregard until you have nothing better to work on. ;-) My internal decoder has been good enough for lots of years and should continue for a while longer.
