Materials with a lower "loss tangent" should work better.
ABS has a loss tangent as high as 0.019.??
Teflon is down at 0.00028, and so has much lower loss.
Any loss at RF shows up as heat.
Farhan has mentioned throwing prospective materials into the microwave (typically around 2.4 GHz).
If it gets hot then it is lossy.

There was also a comment on using plastic tubing, Again, if you go to the hardware store there are all kinds of plastic tubing. Some hint as to the type of plastic tubing that you can slice to make the toroids that you used successfully would be helpful information to the rest of us.
