I don't know the specifics in India right now, but I understand the 'kits' are assembled by contract workers who pickup parts, take them home, assemble them, then return them to be tested and shipped to buyers. Based on that understanding and given the current situation in India, it's possible that HF Signals is currently shipping product, but at best I would expect their volume to be greatly reduced.
Were I in your situation, I would order the radio and simply wait for it to ship - by ordering now, you'll get your radio as soon as possible - if you wait until the situation in India 'normalizes' you will be placed at the end of the queue that built up between now and then.
That you aren't seeing a response to your email suggests things are, at least, running slow/behind.
