Tim, I read your post on a phone and didn't properly see that you were asking for the sig generator at 7.101, so I got it backwards.. My eyes have been getting kinda messy later in the day.
The measurements then in the second table (the right side of the image) are measured at Vol-H so it would be a waveform. I didn't realize you were asking for a measure of the S-Meter line on the agc board.
I did also try connecting TP21 to the AGC board, but didn't take any measurement at the S-Meter connection on the AGC board. Comparing just the amplitude of the waveform on both sides of R70 (vol-h and TP21) they don't seem that different

Also all those measurements at vol-h are with the agc switch in the off position, otherwise the waveform at vol-h otherwise the action of the agc takes over and clamps it down.
Sorry for any confusion and I hope I'm not leading you too far astray! Being a little preoccupied with other stuff I may not be reading the posts clearly enough or thinking thoroughly enough of my test set-up and measurements.
