Did you / Can you check for voltage transition at the Raduino pins 7 & 8??? If not present there, look at the wiring to the encoder.? If present on 6 & 7, sounds like a Raduino problem (maybe ;)?

I have completed my new ubitx and it will not tune. I have checked the messages here for this problem and have followed some of the others suggestions by installing the new CEC software. On power up, the display shows 7150khz. Turning the encoder in either direction does not change the frequency. I have checked the encoder and I get the 5V to 0V transitions on ENC A and ENC B. pressing the encoder knob in, I get the "set tune step?" however, I am unable to make any changes.
