?IR2028 doesn't really seem to have ANYTHING on spurious responses.? ?And I don't think you are really likely to exceed 10 W to the antenna if you stick to about 12V.? ? So I don't see any real problems with IR2028 (but I'm not a lawyer and I certainly don't
live in the UK!)

does the ubitx meet IR 2028 as my licence requires for foundation licence¡¯s. i am an advanced licensee so it does not bother me but is it.
