What voltage are you seeing at the base of Q6 when in transmit?

I have a new uBitx that seems to be working fine except for the

out. d I have checked the wiring about a dozen times and am getting
1.4 vdc on the violet wire which is hooked to the tip of the mic
connector and the blue wire is hooked to ground. The mic I am
currently trying to use is a Kenwood speaker mic I use on my Baofeng.
It works fine.
Suggestions, ideas, comments?
