Paul Stoffregen, the creator of the Teensy family, is also a top-notch programmer. He has written optimized encoder routines for the Teensy and they work well. They can be download here:

I've coded for the Teensy 3.2 using the Arduino IDE, basic stuff works but? not all the libraries are ported.? I did successfully have it speak I2C. Something like interrupts for a shaft encoder might need some hacks.? But generally, Arduino code should just work after changing pin numbers.
