I did adjust R136 to almost full ccw then moved it cw to new level. There still is a fair amount of movement left before i go to full ccw.

Dont have any any particular answer except, I have had good SSB audio reports and around 300 digital contacts. using wjst-x

My voltage measurement at the PA is actually 13.85

Could be you are driving that IRF510 into non-linear class C operation.
That could be fine for some digital modes, not so good for digital modes that
have more than one simultaneous tone.? And not so good for phone.

Though even with R136 fully CCW for class C, I doubt most of these rigs
would give 11 Watts from 13.5v.
