The fact that your radio starts in CWL mode suggests that it sensed a
key-down from the CW key.
As a first step, please reset all user settings to "factory settings".
Keep the FB pressed during power on to reset all parameters.
Disconnect any CW key (or keyer) from the radio. Does it then still start
up in CWL mode?
Verify the wiring and connection to pin A1 (KEY). Is there perhaps a short
between A1 and A0 (PTT sense)?

It seems like the Raduino thinks the radio is in TX mode - the radio
itself is not transmitting. But, it does react to the PTT being activated.
After initial power up it's in "CWL" mode, but after closing PTT it
switches over to "LSB", but still says "TX" and "dial locked". I've
double-triple checked the wiring and connections. I'll start probing for
voltage readings when I get a chance.
