Allard thanks for the suggestion, unfortunately I have run out of debugging time until Sunday as I am headed out of town.

It occurred to be that if I disconnect the TX-RX mod from the PTT jack, this should help to diagnose both problems.
Without the TX-RX mod, if I get power out on CW by exerting manual PTT, while the KEY is closed then I know for sure that
that issue 2 (no power out on CW) is because of issue 1. And if the PTT action works fine on SSB without the
TX-RX mod connected then it is pretty clear that there is a problem with transistor I am using for the TX-RX mod.?
I'll let you know what I find out when I can try this, so that hopefully if anyone else encounters this issue they will be able to resolve it quickly.
