There is no specific answer to your question other than...It depends...
If both rigs are the same, and both antennas are the same, oriented in the same direction, one might be able to compare results. But even that is suspect since no two ground/earth locations are the same.
It could be that he is running a yagi or other antenna that is not pointed in your direction. It could be, as has been mentioned, that the local noise levels at each location is different. It could be that propagation from you to him is better than from he to you...or vice versa.
It is the challenge which RF gives us,ranging from making it get out of your location properly (taming the signal) to receiving and understanding something from the other side of the world when the sun is up, which make this such an interesting pursuit.
