No, they cost $45/59 - your musings on the buying power of the dollar vs rupee, while interesting, is nothing more than speculation:
You don't know the cost of parts,
You don't know the wages the women are paid, and
You don't know the shipping costs.
The bitx40 costs the buyer as much as two Baofeng handhelds, and according to your own calculation has sold around 500 units... That is not 'serious money', that's $25K over how many months and shared by how many people with a goodly portion going towards international shipping and component purchases.
It's reasonable ask for better packaging and improved schematic, but you decided to speculate on almost every aspect of the business model behind this offering and imply that someone is pocketing the money that should be spent on packaging or a better schematic. I don't believe anyone is getting rich off this offering, not even 'rupee rich' in India.
