The short answer is yes.? It will change the relationship between the primary signal component and the spurs.? As Godon stated, " It looks like there can be some compression above -1dBm.? The overall linearity is spec'd at +/¡ª2dB if you avoid this 'gotcha'."

I always ensure the reference carrier is below -25 dBm for spurs measurements, which is why I have the step attenuator.

Add another 20dB or larger attenuator to see what happens.
