The error was related to the cheap attenuator that didn't work correctly. Without attenuator the reading from embedded meter and oscilloscope was inside tolerance with bridge parameter set to 100. Thanks for all.

Take a look in the raw data read from the ATTiny85 over I2C and check if it makes sense (more power / higher readings, for example), if yes, it is just a matter of software calibration.
