Coastal Commission Receives Thousands of Comments Opposing Park Service Plan

NPS Postpones State Review of Pt Reyes Ranching



MARIN, Calif. ¨C A week before its public hearing before the California Coastal Commission, the National Park Service (NPS) withdrew its application seeking Commission approval for a controversial General Management Plan Amendment (GMPA) for ranching at Point Reyes National Seashore and Golden Gate National Recreation. The hearing has not been rescheduled.

The plan to extend 20-year leases to 24 beef and dairy ranchers on national parkland was in the final approval stages when the Park Service withdrew it from the Commissioners¡¯ agenda.? The NPS had previously rejected a request by the Coastal Commission staff for more time to review the complex plan.

Over the last four years, the Trump Administration has badly weakened environmental regulations and fast-tracked leases for oil and gas, logging, mining and grazing on public lands. The NPS has been without a Director for most of Trump¡¯s presidency. The NPS had insisted that the Commission¡¯s review of the proposed Point Reyes plan, required by state law, be completed before January 20, 2021¡ªthe day the Trump Administration leaves office, creating the perception that the plan was being rushed to satisfy favored special interests.

In recent weeks, the Coastal Commission received more than 20,000 public comments critical of the NPS plan and its timeline, which appeared intended to deny the Commission sufficient time to analyze the impacts of commercial ranching on the State¡¯s coastal resources.? In addition, asking the Coastal Commission to withhold its approval of the plan pending further analysis.

The NPS had asserted that extending ranching operations on 28,000 acres at Point Reyes National Seashore and the Golden Gate National Recreation Area is ¡°consistent to the maximum extent practicable with the California Coast Management Program.¡±

But Commission staff had raised concerns about ¡°spillover¡± impacts from the ranches affecting wildlife and habitats in the Coastal Zone. Water quality at the National Seashore due to agricultural runoff.? Commission staff had recommended conditioning approval of the NPS ranching plan on compliance with water quality standards before the NPS could issue any leases to cattle operators.

Scientists who commented on the plan cited lack of analyses of other possible impacts to coastal resources. The NPS had deferred providing ¡°programmatic details¡± to the Commission on plans for diversifying livestock, planting crops and permitting other commercial activities in the park.

Ranching has been ongoing since the NPS bought the ranches more than 50 years ago to create Point Reyes National Seashore. Nearly 6,000 cattle graze the park. Historically, the NPS routinely handed out leases to the ranchers without public input. required the NPS to prepare the first-ever Environmental Impact Statement on ranching, subject to public comment.

The NPS received more than 7,600 public comments to its draft plan last fall. and objected to the NPS¡¯s plan to kill native elk that ranchers complain eat grass reserved for their cattle.

¡°Ranchers have powerful political allies and have long dominated management priorities at the Seashore, said Chance Cutrano, Director of Programs at Resource Renewal Institute, the local organization leading the effort to restore the park for wildlife and the public. ¡°Documents show that the White House meant to expedite this process, so this postponement of the plan until the next Administration takes office is a victory for us. We will continue to fight to see that this national park will be unimpaired for future generations, as federal law intends.¡±

¡°The Trump Administration and decades of NPS mismanagement have taken a toll¡ªignoring climate change, accelerating extinctions, and exploiting public land,¡± said Deborah Moskowitz, president of Resource Renewal Institute. ¡°This park belongs to 380 million Americans and coastal resources that belong to 40 million Californians. Point Reyes National Seashore is one of a kind.? It¡¯s our line in the sand.¡±

We have great news! The California Coastal Commission's Jan. 14 meeting has been postponed until further notice, which?means they are unlikely to give their approval to the National Park Service before the Trump administration leaves.

This comes after a huge push from thousands of people speaking up for the elk, clean water, and the health of the ecosystem at large.

Thank you to everyone who took the time to write a letter (or multiple). This delay gives us more time to persuade Commissioners to reject the Park's proposed agreement.

We've included a copy of the Coastal Commission's notice below. They?have?not yet published a new date to vote on this item, just their official notice of its postponement. We'll also send out?an email about next steps?once we know more.

We Need Action Against Trump After Mob Attack on Capitol

The Center for Biological Diversity condemns the seditious, violent storming of the U.S. Capitol and the political leaders who fomented it and fed the fire with months of lies about Trump's election loss.

It's sickening but utterly predictable to see Trump's mob raise a Confederate flag in the Senate. Trump has aggressively weaponized racism from the beginning to end of his presidency.

Make no mistake: Trump will continue to try to overturn American democracy during the next 13 days ¡ª and beyond. The Center calls on all Trump cabinet members and White House staffers to resign immediately and for Congress to take emergency action to neutralize Trump's powers. Democracy demands nothing less.

Launched: Lawsuit to Protect Monarchs, 10 Other Species

The Trump administration has protected fewer species than any other administration since the Endangered Species Act was passed in 1973. In the past four years, just 25 rare and vanishing species have been listed as threatened or endangered.

We're not going to let that stand.

On Tuesday the Center against outgoing Interior Secretary David Bernhardt for delaying protection for 11 species that deserve endangered status but were put on a waiting list.

Those 11 are the monarch butterfly, eastern gopher tortoise, Pe?asco least chipmunk, longfin smelt, Colorado Delta clam, three Texas mussels, magnificent ramshorn snail, bracted twistflower and northern spotted owl.

This isn't the first of our lawsuits over the Trump abandonment of hundreds of rare and vanishing species, and it won't be our last. We'll be working with the Biden administration to secure protections for imperiled plants and animals before it's too late.

Trump Guts Bird Protections as Gift to Industry

In the final weeks of his presidency ¡ª and in defiance of a court decision finding the move to be illegal ¡ª President Trump attacked one of the United States' most important laws protecting wildlife. On Tuesday his administration published a rule that exempts polluters from prosecution or penalties under the 100-year-old Migratory Bird Treaty Act, as long as they didn't "intend" to kill birds.

"Trump officials are giving oil companies and other industries a license to kill birds," said the Center's Noah Greenwald. "Vast numbers of them will be electrocuted by power lines, drowned in oil waste pits, and killed in other easily preventable ways ¡ª with no consequences for the killers."

We're preparing to challenge this new rule in court, along with pushing the Biden administration to reverse course.

Arctic National Wildlife Refuge Oil Leases Auctioned

On Wednesday the Trump administration held a sale of oil and gas leases in the Arctic National Wildlife Refuge. It railroaded this sale through a global pandemic and economic recession with no regard for frontline Alaska Native communities, climate science, wildlife or public process.

And what happened? Almost no one showed up to bid on the chance to drill the coastal plain ¡ª an expensive risk that's not worth taking. The failed sale generated only $7 million, or less than 1% of what was promised by the feds.

President Biden has made permanent protection for the Arctic Refuge a top priority. It's crucial that his administration come in on Day One using all the tools at its disposal to stop the industrialization of this iconic national treasure.

With just weeks left in office, Trump is in a mad dash to build as many miles of border wall as possible, bulldozing protected public lands, dynamiting mountains, and severing habitat for endangered species. This month, we are featuring fish, the forgotten food animal. We want to?introduce

you to a new fish rescue in Sonoma County, Friends of Phillip Fish Rescue.

is a fish rescue, sanctuary, and advocacy group dedicated to fostering the connection between people and aquatic life through sharing the stories and vibrant personalities of rescued animals. Our rescue started with the first rescue of Philip. Philip was a pet store betta and like millions of his fellows, Philip was suffering from neglect and poor care. He was thin, pale, and missing most of his fins. The manager let Philip come home as a free ¡°adoption¡± to give him a chance to recover. With a simple change in environment and care, Philip recovered from his neglect, and is still with us today.

We have moved to the Santa Rosa Veterans Building for more outdoor space and will be spreading out and taking precautions, but we are hopeful that we will once again be able to gather in celebration of compassionate, healthy living.
