It¡¯s no secret that the Trump Administration¡¯s is fast-tracking leases for drilling, logging, mining and grazing on Americans¡¯ public lands. The plan to extend ranching at Point Reyes National Seashore is no exception. Trump¡¯s Department of Interior is intent on having the Record of Decision (ROD) for this damaging plan signed, sealed and delivered before January 20, 2021. A final step in the process is the California Coastal Commission¡¯s (CCC) decision as to whether the National Park Service¡¯s (NPS) plan for the Seashore is ¡°consistent¡± with State laws protecting the coast.
Last week, the However, the staff included a major condition¡ªthat the NPS provide a comprehensive plan to address water quality problems before handing out any ranching leases. The decision to accept, modify or reject the staff¡¯s recommendation rests with 12 Coastal Commissioners. Their vote is expected at the CCC meeting on January 14¡ªjust six days before the Biden Administration takes office.
In its submittal to the Commissioners, the NPS asserts that the elements of Preferred Alternative B are ¡°consistent to the maximum extent practicable with the California Coast Management Program.¡± The CCC can only consider impacts to the Coastal Zone, which excludes federal lands. The NPS maintains that the majority of ranching¡¯s impacts to the environment are outside the CCC¡¯s authority.
At Point Reyes National Seashore, the Coastal Zone encompasses about one-quarter mile inland from the ocean. But ¡°spillover¡± impacts from federal lands to the Coastal Zone fall within the CCC¡¯s jurisdiction.? It is these spillover impacts that we are preparing to focus on in written comments and expert testimony at the Coastal Commission¡¯s January meeting.
The is narrowly focused on water quality. Additional spillover impacts not addressed, including air quality and climate impacts linked to cattle (the number one source of greenhouse gasses at the Seashore); water quantity¡ª(there already are water shortages and demand for water will only increase once more livestock and commercial crops are introduced under Alternative B.? In addition, the loss of public access to the coast as a result of special uses is at odds with the CCC¡¯s commitment to inclusion and social justice.
In denying the CCC staff¡¯s request to extend the review of the Consistency Determination until March 2021, the federal government has denied the Commissioners the time to fairly analyze and evaluate how 24 commercial ranching operations in a national park that belongs to 328 million Americans will impact coastal resources that belong to 40 million Californians.

We¡¯re asking conservation and social justice organizations around the country to detailing these concerns, and asking the Commissioners not to sign off on the Consistency Declaration.

California Emergency Executive Order

In the United States alone, 561 billion disposable foodware items are used each year, resulting in 4.9 million tons of waste ¨C including 36 billion disposable utensils, which if laid end to end, could wrap around the globe more than 100 times.
The situation has worsened this year, as the COVID-19 pandemic has increased the use of single-use items and increased reliance on food delivery and takeout.
Along with Jackie Nu?ez, the founder of , and Advocacy Manager at the (and with input from Miriam Gordon, ), COARE created a draft for an Emergency Executive Order for Foodware Accessories Upon Request for the State of California, and a sign-on letter to show our support to encourage Governor Gavin Newsom to issue this order.
This Emergency Executive Order would require restaurants, caterers, and food delivery systems within the State of California to refrain from including single-use dishware, utensils, napkins, condiments, straws, or other foodware accessories when preparing or packaging food to-go or for delivery.
If you are authorized to sign on in behalf of your organization, business, association, or group, and support the issuance of such an order, please send us an e-mail message with your name, title, organization/business/group name, and your logo to add to the sign on letter.
As an individual, whenever you order takeout, please emphasize that you do not want or need utensils, condiments, etc.

We have pointed out before the injustice of blaming other countries?for waste produced in the Global North.? Big Plastic and industry allies often point the finger at certain countries (and rivers) as being the "source" of ocean plastic pollution.
To add insult to injury, Industry will blame those countries' problems on poor or insufficient recycling infrastructure.? We've long known, at least anecdotally, that most of that plastic comes from elsewhere, oftentimes from just a small handful of developed countries.
?now shows that the United States, even with all of its technological advantages and recycling infrastructure, produces far more plastic waste and contributes to the problem more than any other country in the world.
Clearly, recycling isn't the answer, and this new video from our friends at Climate Town explains pretty well how recycling is used as an excuse for the industry to keep making new plastic.? It also explains how those chasing arrows (officially, "resin indicators") are NOT a recycling symbol.? Just shy of nine minutes, it's a rather long watch, but it's well worth it.
Please don't get us wrong; we're not totally disparaging recycling.? It IS important ¨C?but it is not the answer.? Recycling of some materials is worthwhile, and with others, it is not.? Most people are truly disheartened when they hear that less than 8% of all plastic ever?created has been recycled.? But 8% of hundreds of millions of metric tons each year is still a lot of plastic to divert.? We need to really focus on reuse, and avoid?plastics that cannot and will not be recycled.? Next time you see those chasing arrows, you'll know the back story.

COARE was welcomed to the , a high level consortium of Country representatives and other Stakeholders working from the United Nations Headquarters to further international action towards a global treaty on plastic.
We will continue our work with and through the UN Environment Assembly, however, this coalition will facilitate more direct communication with higher levels of government, where nations are more robustly represented at the United Nations Headquarters.

Exercising our International reach, we participated in?the fourth meeting of the UN Expert Group on Marine Litter and Microplastics.
Our Executive Director addressed the body several times, and collaborated with colleagues from other NGOs to deliver powerful joint statements during the proceedings.
Years of collaboration with other NGOs and like-minded country and regional delegations have brought us to the point where more than half of the countries in the United Nations are voicing distinct support for a new global treaty to address the full lifecycle of plastics.
The Fifth UN Environment Assembly (UNEA-5) was originally scheduled to take place in February 2021, and that is where our Expert Group was expected to report back with its findings.? UNEA-5 will now be split into two parts, with a brief formal meeting?held virtually in early 2021 to consider budgetary and other keep-the-lights-on matters.? The second, substantive portion of the meeting is postponed until later in 2021.? It is during that second meeting where we hope our years of expert deliberation will direct the discussion and mandate for an International Negotiating Committee (INC), to begin paving the path for a new plastics treaty.

Just before the holiday week, on Friday, Dec. 18,?California Coastal Commission staff published their?recommendation on?the National Park Service's (NPS) General Management Plan Amendment for Point Reyes National Seashore. The Coastal Commission has to review the NPS?plan?and assess if it is compliant with the California Coastal Management Act.?If you haven't already,?.
In their?report, staff at the Coastal Commission?recommended a conditional compliance of the NPS?plan. The condition refers to potential problems for?marine resources and?water quality, although?staff expects the National Park?Service to respond to this concern?in order to win the Commission¡¯s approval.
This was not the outcome we've been fighting for, but there is still hope. At their Jan.?14 meeting, a majority of?Coastal Commissioners will?vote for or against the staff-recommended report to render their decision. That means we have just over two weeks?to?appeal to Commissioners?and share the many?reasons why the staff recommendation must be voted against.
We're working overtime to make sure this happens. We cannot stand by while?cattle ranching and?farming are?expanded at the expense of?the health of our native wildlife, ecology and?access to public land.?
You can help us push back on this National Park Service?effort to fast-track?approval before Trump leaves office. We¡¯ve drafted a sample?letter below to go to the Coastal Commission and the new Point Reyes National Seashore Superintendant Craig Kenkel. This letter can be personalized and emailed to:?PointReyesManagementPlan@...?(with a 'cc' to?John.Weber@...?and?Craig_Kenkel@...). ?
We must convince the Coastal Commission to vote against the conditional compliance recommendation. They?need to take the appropriate time to review every letter and?all the technical data?rather than?rush to judgment,?simply because NPS has given Inauguration Day as a?deadline.?
Once again, it¡¯s up to the public to protect what we value.?I've included a sample letter below?to get you started. You can also write your own letter?if you prefer. We may be days away from this plan becoming permanent ¡ª let¡¯s not stop now.?

Hi California Coastal Commission,?
I am writing to ask you to vote AGAINST the?staff-recommended conditional compliance to the Point Reyes General Land Management Plan Amendment (GLMPA),?and instead object to the National Park Service consistency determination, as it is not consistent with the California Coastal Management Plan.
The vote on the conditional?compliance is?scheduled for?January 14th.?That is just a few weeks after the staff report came out.?The CCC received over 20,000 comments opposing the park's plan to continue commercial cattle operations within the National Park.?Many of those comments contain scientific and technical data that will take longer to analyze than just a few weeks.?And, we know more information is still being collected and submitted.
The CCC staff had requested until March 2021 to analyze information before issuing the report, but was denied by the National Park Service.?They asked that the?vote happen in January¡ª denying adequate time for a proper assessment of their plan. It is not a coincidence that the vote will happen just a week before the current administration leaves office.?Public lands are under attack, and Point Reyes seems to be one of them. ?
In addition, the staff report?lacked?sufficient data on other spillover effects from the Point Reyes GLMPA.? For example, nothing about water quantity was addressed?in the entire Point Reyes National Seashore portion of the planning area.?Nothing about climate impacts from cattle was?addressed.?What about migratory birds??What about eelgrass and orcas??What about endangered salmon??
I am not a scientist, but when making a decision that will impact the California Coast for the next several decades, it is imperative to have all the relevant information, and enough time to analyze that information.?
That's why it is important to vote against this compliance¡ª there is simply not enough information, and not enough time to analyze it.?
Let's do this right ¡ª let¡¯s keep our parks alive and ensure parks for all our residents.?
This is not an issue we should?rush through.?In California, we set the example of environmental integrity¡ª so let's not rush our decision making process without proper analysis of all the information. Please vote against the conditional compliance on January 14.?

Thanks, you made? me curious!? While I just settled for?a large box of? Yehuda paraffin? ( iknow, petroleum!)? candles?on Amazon,? I did some quick checking. There is a company called Hyoola ( on Amazon) that makes candles?from olive wax. Most are not the right size for traditional?Shabbas?candles, though I suppose one could use larger tea lights . I also found coco-soy tapers.?

18 elk have been found dead ¡ª not by a passive National Park Service (NPS), but also by activists.? Some elk bodies were in bone-dry ponds.? Rain isn't forecast to fill the ponds for weeks or months.?
The Park Service's solution to the elk deaths?? Ignore, deny, distract, even lie about the situation created by miles of 8-foot-tall fencing. Fences exist only to please taxpayer-subsidized dairies and ranches that were paid millions, decades ago, to leave the park by 1987.? Instead, they lobby politicians to stay.?
Park Service (NPS) policies kill the wild elk both passively ¡ª preventing water access ¡ª and actively ¡ª advocating shooting elk in 2021. This hidden brutality became obvious when rangers removed the water and troughs just 14 hours after activists left.? Apparently, elk must be denied water even already on site.? Compassion is not an option.
