Paul, The tuner uses a PIC chip that is different than an Arduino. The PIC must be programmed with a PICkit 2,3,or 4 and software for uploading the firmware to the PIC via the PICkit. The answer to

Hi Paul, The antenna connects to the ATU100 on the ANT port and a jumper connects to the transceiver on the RF in port. I use a morse key to send a signal from the transceiver to tune. -- Colin -

for what its worth powering my kit build chineese atu-100 from my lab psu,i find it works( not tried to tune!) well the display is on down to about 6.5v.
