My station, K0ION, is presently doing just that, RF xmit and rx only. However, the Internet connection serves two distinct and separate purposes in APRSIS32. One is for the actual connection to the APRSIS datastream which can be both transmit and receive and the second is to connect to the Internet to access the map tiles dynamically or download and store.

One could bypass the second by downloading the needing mapping previously and load into the program. That reduces the location flexibility greatly. If your objective is a rather static display, so good. I do have an Internet connection only for dynamic mapping.
