To have a deadline with no penalty for not complying is useless, so the penalty will be a loss of your 8th round pick if not submitted by 12/31. In addition to this, if still not submitted by New Years Day, I will pick your 12 highest players according to WAR ratings (13 if you got the bonus) as your ML Players and do my best to make your AAA assignments, the same way I would if I were managing your team.

So for example, Atlanta has 26 players. None have been assigned to AAA yet. If they were to assign 5 of these to AAA, they would only need to cut 6 more players (20 - 2AA - 5AAA = 13)
