The art car parade is in Houston next weekend. I am in the process of on sprucing up Mermania (the neighborhood mermaid car). March 28, 2025 Zilker Pipeline Renewal Project Visit Project Webpage Dear Neighbors, Crews are excavating trenches and installing new lines along Cater Drive and Meghan Lane, and the contractor anticipates they will be working there for several more weeks. Crews are digging in very hard rock, making this work slow and painstaking. Next Wednesday, April 2, beginning at 9 am, a number of homes in the Garner Avenue area will experience a temporary water outage. This planned outage will occur so that crews can connect homes to the new water main. The outage will affect some of the residences on Garner Avenue between Dexter and Juliet Streets, as well as homes along Kerr, Dexter, and Treadwell. If your home is to be impacted, you will receive notice 48 hours in advance. We anticipate that the outage will conclude by approximately 5 pm. We encourage you to store water in pitchers and a bathtub, so you have water supplies on hand during this time. Once service resumes, please “flush” your system by running water for 10 to 15 minutes from a bathtub cold water tap and the outdoor spigot farthest from the street. It also helps to remove screens from faucets and rinse them off; sometimes naturally occurring loose scale can flake off pipe walls and collect in the screens. The senators were infatuated with the false arguments made by the unholy alliance of those who are hostile to single-family neighborhoods. Unfortunately, that committee did pass on to the full senate yesterday for its consideration the mini-lot bill (it applies to new neighborhoods) and the multi-family on religious property bills (SB 15 and SB 854, respectively), though not yet the ADUs everywhere bill (SB 673). However, we heard after the hearings that the volume of calls by those opposed to these terrible bills was fully noted. The calls are an important part of the process of alerting all senators and in fact the full legislature to the tsunami of opposition to these and other anti-neighborhood bills. Do recall that in 2023 we beat similar anti-neighborhood bills in the House. Second, other really bad bills we have been following have been referred to committees at the Texas Legislature. The next step would be for the bills to be scheduled for a hearing by committee. We want to stop that by kicking up such a fuss the committee members will know the opposition is strong and the bills likely to go nowhere in the full Legislature. So, we need to go farther! The first is House Bill 878. Section 1 of this atrocious bill will impose mini- lots, small setbacks, no parking requirements like covered parking, no more than one parking spot per unit, and cities could not limit buildings on small lots to fewer than three stories. Think three story units with a five-foot setback around the entire perimeter next door. This part of the bill applies to cities with a population of 85,000 or more wholly or partially located in a county of one million or more. The second part of HB 878 affects all cities, and it basically mandates that accessory dwelling units, that is second dwellings, be allowed on every lot in every single-family zoned neighborhood! House Bill 878 has been referred to the Land and Resource Management Committee. Please have your chapter members call all the members to let them know they are opposed to the state preempting local control of land use and zoning in our cities. (We have provided a sample script below.)
