i just had EXACTLY the same problem after a blown fuse due to a bad diode ... by the time i got the PS fixed up I have a constant stuck note with a little LFO on it -frequency is controlled by the LFO

solved. ended up being a bad diode pair (D1)

got it fixed now thanks
