Okay Jerry.
I understand the procedure. I didn't think so.
I'll try it and give you feedback.
Because I can't think of any further research.
I think I've covered all the important points.
Sound card, sound settings, up-to-date driver, and the various settings in the software.

Hi Chris,
I am not a developer, but I will give you a
possibility.
I am not familiar with your interface, but
if you are running FSK for RTTY, then there is a chance that
your FSK port has gotten corrupted with its association with
Windows.
I have had this same problem, but with a
different interface.
While I do not use Fldigi for RTTY, I use
N1MM Logger, my solution is to
1) Shut down the RTTY program, in your case
Fldigi
2) Go into Device Manager and find your FSK
port
3) Uninstall your FSK port, BUT do NOT
delete the driver
4) Click OK to confirm that you want to
uninstall the FSK port.
5) Go to the top of the Device Manager and
click on Action
6) Click on Scan for hardware changes.
The computer should find your FSK port
automatically and re-install it.
In my case this solved the problem.
With practice, you should be able to do
this in less than a minute when the problem occurs.
