The burden to operate a connecting home station, link or repeater station is on the Sysop of the connecting station, not the sysop of the confernece. The sysop locally should MUTE his/her own link to the conference during a major event. If situation or events on the local end cause traffic to be generated that needs to be forwarded to the larger conference THEN unmute and pass the traffic and then remute when complete. There SHOULD be a Control Op at all times. If there is not THEN I wonder if your RF link is within FCC Guidelines. The conference server sysop(s) have the "right" to silence anyone that causes interferance(sp) to the larger group. The text box can be used by the sysop to notify the conference sysop that he has traffic to pass in case the conference sysop has muted him. Gentlemen and Ladies, we as sysop stations connecting into a confernece must make sure that our stations and all who use our stations are not causing problems to the larger group. No way around that. Echo Link Question

I'm hoping someone cna help me out. I have a linksys Wireless router for my laptop and am trying to utilize Echolink, but am not being too successful. I have turned off my firewall, which I thought would be the first problem, now I can not connect to the test server. After reviewing the help section on the Echolink site, I am not figuting out how to setthe port 5198, 5199 or 5200. Can anyone give some advice? thanks, Brett KD5OYI

I think most that have used Echolink , over the years. Well understand the way to use it. Yes, I agree ,to watch it for emergency use. And if there is emergency traffic, beleave me most of us understand to pause text traffic , just incase there is traffic that needs to be passed to the NC . :-) There is a need for control ,YES ! But there is no need for Over KILL! In otherwords , relax we are all Hams willing to bring our links and Repeaters into the conference servers . Most of us are here to help . We understand how.

Isn't it about time to mute that Echolink node that keeps sending computer-voice messages on the half hour and saying "The temperature is 400 degrees" ? Resource links
As I'm 10,000 miles away from the action and outside the US, getting information is a somewhat more difficult process. It's there, but knowing where to look is the issue. What would really help is if we had a "resources for NCS" section on the web site with links to redundant resources for things like hurricane advisories, flood warnings, relief agency contacts (Red Cross, Salvation Army, etc). Obviously, some of the info might be disaster specific and require updating on the day, but I'm sure a lot of it is fairly long term in nature as well. I believe this would be useful to all NCOs as well as other hams seeking information on relatives, etc. That in itself would divert some traffic from the net to more appropriate channels. 73 de VK3JED http://vkradio.com

Net Problems
I've watched posts the past few days about problems that have occurred and wanted to make a couple of points that both net control managers as well as node owners should look at with reference to emergency communications and Part 97. I understand Part 97 may be off topic for this list, so let me generalize that these rules apply in some form or fashion in most all countries and leave it at that. 1. If your node blows noise or identifiers and tails to the net and locks up everyone else while a station on another node is attempting to report an emergency, then your node is guilty of causing interference to emergency communications. 2. If you mute / ban / block a node where an emergency may about to be reported, then you are also guilty of interfering with emergency communications. That having been said, both sides must proceed cautiously with their actions. Neither side is either right or wrong in their actions. Two wrongs (both of the above) do not make a right. Loss of life or property (damage) could be worse if response times are increased as a result of either of the above. I think both sides in the Hurricane Net put forth a good effort to work together. There is no easy solution to this. The scales of balance must weigh equally for both sides. The primary duty of the net managers is to keep traffic flowing smoothly. That is the purpose of the Net in the first place. If traffic is being held up while we wait for identifiers beeps boops and tails to clear, then they must take corrective action to resolve this. Conversely, if a node has emergency traffic to pass, then it must be allowed to pass it and not excluded, regardless of beeps, etc... In my case, one of my IRLP nodes (3753) was locked out as a result of pulsing. This was later attributed to an inexperienced operator setting up a mobile radio in cross-band repeat mode, with an added delay. The net manager was absolutely correct in locking the node out: It was not in the affected area, it had no traffic to pass, it had no traffic destined for it, and it was causing a problem to the net. Furthermore, although I was monitoring locally, the burst was so short I did not detect it. In a "perfect world" I agree that every repeater should pass only COS audio to the net. Ideally, this is the way to go. Unfortunately, the world of ham radio will never be perfect. HF propogation will always change. Band conditions will open and close. Some repeaters will have non COS audio blurping through. There is no magic wand that can be waved by either side. VOIP is an exciting medium. We have shown our critics that this mode really works! They cannot deny this. I'd like to see both sides work together even closer, and find solutions to the problems at hand. Perhaps a panel could be formed consisting of net managers and a handful of VOIP node owners to study and suggest solutions so that future nets can be even better. Ham radio has traditionally solved it's own problems, and I feel these issues are no different. We must be careful how we proceed from here.

Jay..a few questions. Are you using a two computer setup or are you running or going to run both EL and eQSO on the same computer? Second....as far as the crosslink,if you are going to have a fully running two way link,be sure you have full control on the eQSO side. Ops from there seem to be more renegade types than any system out there right now. That would one of the reasons my crosslink was and mostly remains as a listen only link unless I'm right here to physically pull the switch on it. Having your own server helps in the above issue...but still its leaving everything to chance unless you have a predetermine network of stations on eQSO...just assign a passowrd to your server,then that takes care of the security and renegade operators issue. Plus if you are running EL and eQSO along with a server on the same ISP connection...have plenty of bandwidth. There has been a lot of discussion about text based communications. We definitely have a need to improve our text comms. The text chat in Echolink gets hopelessly overloaded, and IRLP has no equivalent. Looking at existing media, I see the issues: AIM - the chat room requires someone to invite people, and doesn't work with all non AIM chat clients. Yahoo - This group has a chat room. However, in my experience, Yahoo chat is not reliable enough for emergency use. It is very tempremental. IRC - Access to the existing networks is patchy on a global basis. Also, they run the risk of the unwashed masses coming in, as well as the script kiddies trying to take the network down. My suggestion is to use IRC, but to setup a network of our own. The network could be hosted at reliable sites such as IRLP reflectors and key Echolink conferences. This would give us redundancy and some isolation from the masses. It also gives us a lot of flexibility to do things like gate the Echolink text traffic to a dedicated IRC channel, and also setup multiple channels for different purposes, from chat to . Tropical Update

Hurricane Danielle appears to be no threat to the U.S if the models are correct. The new NHC forecast for TS Earl has pushed it's track slightly south of last night's estimate and keeps it a TS until Wednesday... Expecting it to reach hurricane force on Wednesday... the models are not consistent at this time as to Earl's path as it approaches the Gulf near the straights between Cuba and Mexico. Activation for Earl could be needed by next weekend. The voipwx.net website has been updated with graphics on both of these systems. Kevin KD5WX

setting up eQSO link

I agree...the VOX operation on eQSO is way to touchy...plus with the PTT/COS interfaces you'll have a streamless/smooth operating cross link. eQSO will pick the default sound card on your machine...so you'll have to set EL to operate with the second card. eQSO does not have the option to pick sound cards at this time. Server bandwidth wise,its nearly impossible to run both on a low bandwidth connection without getting the "Max Headroom" syndrome. Also if you are going to run this as a fulltime,but private type of crosslink on an RF node..you may want to consider Echostation or some other type of controler to keep the beeps and IDs off of eQSO and EL. Watch how you configure the two systems or your start putting out beeps,IDs and other noises over EL and eQSO. If you run eQSO 99% of the time as a receive only link as I do..then I wouldnt worry much about that as long as the two way link [this case EL,] remains ID,and beep free over the network. Net Report
Just wondering if the Net report will be posted here . Again ,I must say outstanding Support and Efforts by amateurs everywhere. I especially like the thought of sharing N.C. with others every where. P.S. Back Home now with a bit of damage . Its gonna take a few days to get cleaned up and the trees removed off my shed and repairs to Antenna's etc tower. But thats nothing compared to what the folks in Florida have to rebuild. We learn one thing in life ,as long as we have friends and our lives any thing can be rebuilt 73 KF4VGX

Tropical Update
Earl Downgraded to a Tropical Wave A recon plane investigating Earl was unable to located a closed circulation. Therefore, Earl has been downgraded to a tropical wave. Remnants of Earl are forecast to continue moving to the west-northwest at 15-20 mph toward the southern Yucatan Peninsula. Conditions aloft are not currently favorable for redevelopment, but we do think that Earl could regain its circulation before it reaches the Yucatan Peninsula on Wednesday or once it crosses the Yucatan and emerges into the Bay of Campeche on Friday. Chances of development are estimated to be in the 15-30 percent range, about the same as with any strong tropical wave entering the western Caribbean Sea or Bay of Campeche this time of year. Its weaker status now makes it more likely that it will track farther south and impact the southern Yucatan Peninsula rather than moving toward the northern Yucatan Peninsula and threatening the northwest Gulf. Hurricane Danielle remains in the far eastern Tropical Atlantic and is turning northwest into the open Atlantic, with no threat to any land areas Kevin

1. IRC chat program ICQ Programs, many high speed services and ISP's have been locked out of these programs by rouge type Blacklist programs,and or a few people that spamed the systems. I know that Time Warner (RR) has been locked out and is hard to get into any of the chat rooms. I have managed to get into the ICQ program,seems stable but ISP's many are locked our from using IRC CHAT. 2. New Time Zone established Universal Texas Standard Time Zone 3. Suggest that Fema or One of the disaster Agencies monitor Echolink in case there is a need to send traffic in or out during a disaster. 4. I also found that during the emergency and this is something that has to be stressed to the Politicians,and people in EMO environments. Those that do not like echo- link and rely on old technology will not make it one day through a disaster. Ham Operators should have either a wireless connection or the EOC's so echo-link and other high speed technology can be used.Stress the use of new technology, it Works,and is reliable. 5.Lets set-up a Net Control Manager on Echo-link, Kevin can't do it all. I know that there were openings,and that Kevin was going to e-mail information to people as to net controls, but he was working so hard I know he was chasing his self all over the place. KEVIN--- If you can give me a list of names of people your trust or we can do it here or on the air, let get some relief to people, especially those that have to run to the BAT CAVES. Greetings to all in the group. As many of you may be aware, and that may have been paying attention to the "text box" on Echolink, there was a little confrontation, if you will, with K8CPA. I wanted to let everybody know that this person's behavior during the net did not suprise me, as a matter of fact, I was waiting for him to behave in the way he did. He behaves like this on AND off the air. It is quite unfortunate that he is local to me, and that one time he got on the local repeater and attempted to cuss me out when, luckily, the repeater owner was monitoring and forced him off the repeater by shutting it down temporarily and asked him to stay off of his repeater. Basically, I would like those who were around during the net to let me know that you seen his behavior, in hopes that we can possibly notify the FCC of his behavior on the Echolink system during a direct net like the Hurricane Charley net, if not possibly a revocation of his license or something of that sort to possibly give him a "clue" that his behavior is not wanted on the air, or during such occurences. I am unsure if his web page is still up, but I recall him saying that he was all about the church and everything like that, but with his recent behavior, I find that hard to believe. If anyone has any suggestions or ideas as far as what we can do, please let me know so I can count myself in. Thank you much. 73, Bobby - KC8TIH

Hi Everyone, Just finished both the technician license for amateur radio and a SKYWARN class. Listened to the (well done) voipwx net ops during the hurricane last weekend. I'm interested in becoming more involved as I become familiar with VoIP SKYWARN operations. I have installed the EchoLink software and I'm waiting for the connection info back from the EchoLink registration site. The only ham radio equipment I currently own is a handheld FM transceiver.
