Below is a link that explains a little bit about the recent FCC decision to revoke amateur radio operator privileges for the 3.3GHz-3.5GHz band. The author's post is a bit political but still interesting. I will point out that the Mobile Now Act is also responsible for the upcoming change in licensing fees. Subject: The ARRL Letter SPECIAL EDITION | FCC Fees Proposal The ARRL Letter SPECIAL EDITION | FCC Fees Proposal October 27, 2020 Editor: Rick Lindquist, WW1ME ARRL Home Page ARRL Letter Archive Audio News ARRL Urges Members to Join in Strongly Opposing FCC’s Application Fees Proposal ARRL will file comments in firm opposition to an FCC proposal to impose a $50 fee on amateur radio license and application fees. With the November 16 comment deadline fast approaching, ARRL urges members to add their voices to ARRL’s by filing opposition comments of their own. The FCC Notice of Proposed Rulemaking (NPRM) MD Docket 20-270 appeared in the October 15 edition of The Federal Register and sets deadlines of November 16 to comment and November 30 to post reply comments, which are comments on comments already filed. ARRL has prepared a Guide to Filing Comments with the FCC which includes tips for preparing comments and step-by-step filing instructions. File comments on MD Docket 20-270 using the FCC’s Electronic Comment Filing System (ECFS). Under the proposal, amateur radio licensees would pay a $50 fee for each amateur radio application for new licenses, license renewals, upgrades to existing licenses, and vanity call sign requests. The FCC also has proposed a $50 fee to obtain a printed copy of a license. Excluded are applications for administrative updates, such as changes of address, and annual regulatory fees. Amateur Service licensees have been exempt from application fees for several years. The FCC proposal is contained in a Notice of Proposed Rulemaking (NPRM) in MD Docket 20-270, which was adopted to implement portions of the “Repack Airwaves Yielding Better Access for Users of Modern Services Act” of 2018 — the so-called “Ray Baum’s Act.” The Act requires that the FCC switch from a Congressionally-mandated fee structure to a cost-based system of assessment. In its NPRM, the FCC proposed application fees for a broad range of services that use the FCC’s Universal Licensing System (ULS), including the Amateur Radio Service. The 2018 statute excludes the Amateur Service from annual regulatory fees, but not from application fees. The FCC proposal affects all FCC services and does not single out amateur radio. ARRL is encouraging members to file comments that stress amateur radio’s contributions to the country and communities. ARRL’s Guide to Filing Comments includes “talking points” that may be helpful in preparing comments. These stress amateur radio’s role in volunteering communication support during disasters and emergencies, and inspiring students to pursue education and careers in engineering, radio technology, and communications. As the FCC explained in its NPRM, Congress, through the Ray Baum’s Act, is compelling regulatory agencies such as the FCC to recover from applicants the costs involved in filing and handling applications. In its NPRM the FCC encouraged licensees to update their own information online without charge. Many, if not most, Amateur Service applications may be handled via the largely automated Universal License Service (ULS). The Ray Baum’s Act does not exempt filing fees in the Amateur Radio Service, and the FCC stopped assessing fees for vanity call signs several years ago. Antenna Party 6
UAARC Members, I want to update you on the antenna party Saturday. We had a perfect crew of Jo Ann KA5AZK, Nancy KT8TOR, Gary K5GDM, George KG5UGY, Tommy KG5ZSU, Jim N5TQI, Garrett Manning no-call and myself. The DB224-E that Jerry WA5OKO donated to us weighs 38 pounds. In order to raise it in the upright position, it required a nearly equal counterweight attached to the bottom, bringing the total weight to just under 80 pounds. Several hours were spent Saturday morning studying and designing the lift. After a quick lunch, the crew split into ground and tower members. The first task after settling in atop the tower was to raise a gin pole and mount it. Next the tower crew disconnected the Ringo Ranger for the ground crew to lower. Next, the ground crew raised the DB224, now 40 feet long to the upright position, where the counterweight kept it for the trip up the tower. The tower crew clamped it into place atop the tower. Testing yesterday after the installation showed a 13 dB improvement in receive performance. We may need to increase the transmit power if we see the repeater now hears better than it talks. Email excerpt from the North Texas ARRL Section: We have a New Section Ham of the Year This was a tuff choice for the Selection Team Jo Ann Keith KA5AZK is our new ARRL North Texas Section Amateur Ham of the Year 2020 I spoke with her a few minutes ago, informing her that she was our new amateur of the year. She was surprised and actually shocked, for those that do not know Mrs. Keith, she has been the mainstay of the 7290 traffic net for more years than I am sure she would care for me to mention. She of course does so much more than just the 7290 traffic Net for the Ham Radio community and her community at large. I am thrilled the committee chose her as the ARRL NTX Ham of the Year.

See details below… Kelly… KD5S ============================================== The ARRL Foundation Has YOUR Money In Its Pocket ARRL Foundation Scholarships Since 1973, the ARRL Foundation, with the generosity of many donors and the hard work of a long line of dedicated Foundation Directors, has had a positive impact on the lives of many young amateur radio operator students. For the 2020 academic year the Foundation awarded almost $300,000 in scholarships. For the academic year 2021, there are two new $25,000 scholarships, thirteen $10,000 scholarships, nine $5,000 scholarships, as well as dozens of $1,000 and $500 scholarships. The 2021 Scholarship Application Deadline Is Around The Corner But, no one can have any of that money. Unless an application is filed before the deadline. The deadline for submitting an application for a 2021 academic year scholarship is December 31, 2020. Computer Controlled Remote Located Base Station 5
Hi All, Hope all are doing well and had a nice Thanksgiving. I have a question that I would like to pose to all the great minds on here. I am looking to replace my current dual band (2m/70cm) base station with a new one. That said, I am really wanting to have the ability to mount it elsewhere in our home and have the ability to control/operate it over my local network using my computer or laptop, soundcard, etc... . I have spent some time using Google as "My Friend" and it has opened many thought processes (can of worms) and added to my confusion.
