Yes that's correct - the "50 messages/second" limitation actually refers to an average over a longer time frame. As far as I know , this is still 5 seconds, so it could be thought of as 250 messages

I wrote a very simple program in java that will save data and replay it. You don't have to replay it, you can just import the csv file into excel. It uses java 8 with FX so you'll need that.
