LoRa is using spread spectrum technology. The signal is below the noise floor as the SNR can be negative. You can not use a SA to see normal LoRa signals. Only when very close to the transmitter --

For OTA LoRaWAN indeed needs that. But OTA isn't always possible for example for a GPS tracker (you don't know if you are in range of a LoRaWAN Gateway and just want to send your package through ABP)
