Excited to hear about your packet BBS. I just want to clarify what you want to put on your 20 meter port? 300 baud AX.25 packet, Robust Packet, Pactor, etc.
I know Glenn is a big fan of VARA. He has a full forwarding BBS system.? But if your 20 meter HF port is only for users or just email forwarding (ie: no bulletins), then you'll be fine.
In the mean time, here is an excerpt from my Suggested HF Packet Frequencies List. Of course, always monitor a frequency first for activity.

20 Meter Packet Band: 14.070-14.112, except 14.100 (beacons); mainly 14.095-14.0995
