You can start an unconnected track (i.e. no associated net, or no netlist) in the middle of nowhere, but you may not be able to connect it to anything. It depends on your router settings.
If you want to be able to connect anything to anything (at least initially):
- Route > Interactive router Settings...
- Mode: Highlight Collisions
- Options: Allow DRC violations. (You might also want to uncheck "Remove redundant tracks")
(You obviously shouldn't "Allow DRC Violations" normally, or at least without good reason.)
