Locked Very early decoder

开云体育??? I have a very very early decoder I have lost the instructions to.? ? The only ID I have is the sticker on the chip.? It reads; MELEC TL2054 ??? It may or may not be a sound decoder so maybe someone could tell me what they think it is.?
