Locked Transfering

I down loaded the latest JMRI update on a newer laptop. I tried to transfer my Panels to the newer computer. When I ran the panel I got the message below. What am I doing wrong?

Parse error
while parsing file /C:/Users/P.%20j.%20Mattson/JMRI/RVR%208-2018-2.xml
Exception: org.jdom2.input.JDOMParseException: Error on line 3334: cvc-identity-constraint.4.1: Duplicate unique value [YELLOW SIG-5] declared for identity constraint "signalHeadUserName" of element "layout-config"

I went to this web site but it didn't help.?

It¡¯s saying that the panel file has two SignalHeads defined with the same user name "YELLOW SIG-5¡±.

The most straight-forward way to resolve this, I think, is to
*) Set JMRI Preferences -> Startup Items to run the "jython/TurnOffXmlValidation.py¡± script _before_ loading your file. That¡¯ll let it go past the error.
*) Load your file, fix the error, save a new file
*) Them remove the script, because that validation step is protecting you against bad things and bypassing it could well result in future trouble.

I did as you said and now things are OK to a point. Now the CMRI sensors are not working. I went to the Preferences ¨C Default and all but the Command Station was checked under Internal. I tried to change them to CMRI but it wouldn¡¯t let me change them. What am I doing wrong???
